Manager, Strategic Sourcing - Treasury and Financial Services

JOB SUMMARY
The Strategic Sourcing Manager is an experienced sourcing professional that oversees all sourcing/procurement related activities and processes for the Treasury, Payments and Financial Services. This includes managing sourcing activities with banking, payment processing, kiosk, digital payment, and gift card partners. The role will facilitate gathering requirements, creating and issuing Requests for Proposal (RFPs), proposal evaluation, contract negotiations, process oversight, contract drafting and administration. The Sourcing Manager defines sourcing/procurement strategies, leveraging data-driven insights to support decisions that reduce costs, reduce risks, and create value for 7-Eleven. This role is responsible for implementing procurement best practices, developing sourcing strategies, managing contract life cycles, and building supplier relationships in support of 7-Eleven's key initiatives and objectives.
KEY DUTIES AND RESPONSIBILITES
- Facilitate alignment with Treasury, IT/Product, Finance, Legal, Accounting, Operations, and business leaders to define sourcing priorities, business requirements, technical needs, financial objectives, and compliance considerations.
- Develop data-driven sourcing strategies and recommendations using spend, supplier pricing, transaction volumes, revenue impact, payment terms, operational requirements, risk exposure, and total cost of ownership.
- Support supplier identification, market research, RFx development, proposal evaluation, supplier shortlisting, negotiation strategy, and contract development for Treasury, payments, gift card, kiosk, prepaid, loyalty, promotional, and financial services programs.
- Facilitate supplier and stakeholder coordination with banking partners, payment processors, technology providers, and program partners to support implementation, testing, certification, rollout planning, issue resolution, transition activities, supplier accountability, and business continuity.
- Monitor market, regulatory, payment, technology, and supplier trends affecting Treasury, Payments and Financial Services programs, including payment processing, stored value, prepaid products, kiosk capabilities, digital payments, fraud prevention, and financial services offerings.
- Support supplier evaluation and risk review across capabilities, financial stability, security posture, technology readiness, implementation capacity, operational fit, compliance requirements, and service, quality, certification, and timing commitments.
- Support supplier governance and executive reporting, including attending business reviews, scorecards, issue escalation, risk summaries, decision materials, approvals needed, and recommended next steps.
- Support internal collaboration, mentoring, and development of sourcing team members, as applicable, through knowledge sharing and guidance on sourcing strategy, stakeholder coordination, supplier negotiations, project execution, and professional development.

- Tracks sourcing progress, risks, dependencies, milestones, and performance metrics to support timely execution and transparent reporting.
EDUCATION AND EXPERIENCE
EDUCATION: Bachelor’s degree (or equivalent experience) strongly preferred.
YEARS OF RELEVANT WORK EXPERIENCE: Minimum of 5+ years required
YEARS OF SOURCING EXPERIENCE: 2+ years preferred
SPECIFIC KNOWLEDGE AND SKILLS
- Experience supporting Treasury-related services, including banking, payment processing, merchant services, cash management, settlement, reconciliation, invoice flows, ACH processes, funding requirements, payment terms, working-capital impacts, and financial technology solutions.
- Experience supporting Payments and Financial Services programs, including proprietary and third-party gift cards, prepaid and stored value products, kiosks, loyalty-related services, promotional partnerships, customer-facing revenue programs, financial services offerings, physical card production, e-card capabilities, breakage, dormancy, escheatment, revenue recognition, and supplier economics.
- Experience supporting complex commercial agreements involving transaction-based pricing, rebates, revenue share, settlement timing, payment terms, service-level agreements, exclusivity provisions, implementation milestones, and supplier performance commitments.
- Working knowledge of payment security, PCI, fraud prevention, processor certification, device security reviews, financial controls, regulatory considerations, and data protection requirements related to payment, Treasury, kiosk, and financial services suppliers.
- Ability to develop bid analysis, financial models, pricing comparisons, term sheets, total cost of ownership analyses, revenue-impact assessments, payment-term evaluations, and business cases to support supplier selection and negotiation strategy.
- Experience supporting strategic sourcing initiatives from requirements gathering through supplier selection, negotiation, contracting, implementation planning, and supplier governance.
- Proficient with Microsoft Office suite, including advanced skills in Excel, Outlook, and PowerPoint.
